ARISE (Arctic Resilience, Innovation, Security, and Engagement) is a specialized project division and think tank operated under the Conflict and Resilience Research Institute Canada (CRRIC).
Operating at the intersection of policy, technology, and regional strategy, ARISE bridges the gap between empirical research, community priorities, and actionable policy for the Circumpolar North. By leveraging Canada-wide research expertise—including key provincial assets like Manitoba’s dual-use technology and innovation pipelines—ARISE delivers forward-looking insights to guide decision-makers, industry, and local leaders through the rapidly evolving dynamics of the Arctic region.

1. Innovation & Navigation
We advance technology and logistical solutions tailored to the extreme, unique challenges of the Northern environment. ARISE focuses on identifying, mapping, and integrating advanced capabilities—including AI, quantum technologies, and dual-use manufacturing—to build a robust regional innovation pipeline for Arctic operations and infrastructure.
2. Resilience
We champion strategies that strengthen the adaptive capacity of Arctic communities and ecosystems facing environmental, economic, and social shifts. Our work prioritizes durable infrastructure, economic diversification, and the integration of modern climate science with traditional knowledge to ensure a thriving future for the North.
3. Security
We provide a comprehensive framework for Arctic security by analyzing geopolitical trends, supply chain risks, and defense technologies. Aligned with national defense strategies, ARISE scopes meaningful opportunities for Indigenous participation in defense innovation and regional supply chains to ensure regional stability and sovereignty.
4. Engagement
We believe that effective policy must be co-developed through transparent, inclusive, and respectful dialogue. ARISE prioritizes direct collaboration with Indigenous Peoples, small and medium enterprises (SMEs), academia, and international partners to ensure all research and policy outcomes are grounded in mutual trust and shared understanding.
